M pops and I are having a BIG disagreement?

He says that when the people vote, the government doesn't except our votes and only excepts the electoral college who picks their favorite prez candidate. I say that the electoral college chooses the popular votes candidate. My question is do our votes count or is my dad right? Please don't answer if you are a conspiracy theorist.
