What does it mean to say that one God/Goddess is a form of another God/Goddess?

I hear it said that Durga is a form of Parvati, and that Kali is a form of Durga. But if all gods are actually just different forms of the one God, then why can't Durga also be considered a form of Lakshmi, or Saraswati, or even of Krishna?
