Why is Ka_Daffy who's always been a sniveling coward when bombs start dropping, being all Muslim Tough Guy Now?

Ka-Daffy has nothing to loose now. He knows if foreign troops are put on Libyan soil, his reign is over. If he does nothing, his reign is over. All that is left is for him to end the revolt before foreign troops land or the rebels win.
