Does anyone else find it distressing that people cannot pay for vet treatment for their pets?

I do think it's irresponsible for people to ignore a medical condition simply because of the cost, however I also believe that most vets overcharge for treatment and office visits. The number of strays and unwanted animals would be drastically reduced if it were cheaper to have them spayed/neutered. Just because a family doesn't make 50K a year doesn't mean they shouldn't be able to provide the joy of a pet to love, and provide a home to a pet who needs love. I think that there should be programs made available through individual veterinary offices to work with people who would otherwise not be able to pay to have their loved ones treated.
